Am I need to pay surrender charges for old ULIP

In 2008, I opted for a New Unit Gain Plan from Bajaj Allianz. The policy was a ULIP for 20 years term. I paid initial 3 premiums then stopped paying further premiums and allowed it run. The policy is active till date. Now when I have decided to surrender the policy and asked Bajaj Allianz for it, they are asking for surrender charges of Rs. 18,500. Since the policy is in its 7th year, am I still required to pay surrender charges for it?
