Can we quote PAN in place of TAN? Why not?

The answer to this question is No. The field, where TAN is to be quoted there the PAN should not be quoted. The simple reason behind this is that the major drives for the allotment of the PAN and TAN are very different from each other. TAN is a special ID number that has been assigned to concerned people or organizations, which are subtracting or saving the tax levied on a person being paid by the TAN holder at source as directed by the Income Tax Department. PAN is another unique identification number assigned to assesses such as entities, businesses etc.
