Need information on investment in Innovative Perpetual Debt Instrument

Recently I have come across Innovative Perpetual Debt Instruments. As an individual, can I invest in these instruments as I have heard that they give returns more than a fixed deposit? Are these instruments traded in secondary market?

These are the rated instruments which are open to investments for financial institutions only. As a retail investor, this alternative is not available to you. They are traded kin secondary market but again between financial institutions only.
