SBI not allowing me to reset my home loan rate

I borrowed Rs. 10 lakhs home loan from SBI under Easy Plan in 2011. My current rate of interest is 13.5% and I have the option to get the loan converted after paying 0.56% conversion charges on outstanding amount. I have already repaid the amount in excess to what the bank manager is now asking me to convert my loan. My account shows more drawing power than what manager has suggested me to maintain. Due to these reasons he is not converting my loan. Please suggest me what to do.
