An educational cess is the amount deducted for the purpose of using it for the education of poor people in India. All taxes are applicable to educational cess in India. This is around 3 percent of the total tax payable. Basically the educational cess is applicable on Income tax, excise duty and service tax. Whereas surcharge is an extra tax or fees that is added to an individual’s taxation account in case there if the income crosses the level.
