Can ICICI charge service fee for using debit card

I used my ICICI debit card for Rs. 1,500 at petrol pump. A week later, when I checked my mini statement, I found Rs. 42 debited as service charge for the above mentioned transaction. When I enquired, banker said that the charge has been levied by Visa and not by bank. Is it a right practice by ICICI?

ICICI has a tie-up with HP fuel stations only. You can get waiver of fee at HP stations. You can also opt to use credit cards. Otherwise every time you will have to pay surcharge for getting fuel by using debit card.
