A freelance insurance agent can appoint people under him who can pitch people and can get business for him. The staff will be considered as an agent to the main agent and in any case will not be treated as agent for the concerned insurance company. Such an employer will remain liable for the acts of his team. In nutshell, an agent can appoint people under him to grow his business but not sub-agents.
