If you want to make a shift because of the fact that you are not getting a job in finance then it is a wrong thing to do. Remember grass is always greener on the other side. However, if you really have flair to work in HR department, then your finance specialization will benefit you in working on compensation and reward systems. You can also think of pursuing a distance learning diploma in HR.
