SBI denied twice to open savings bank account for me

I went to SBI for opening a savings account but they refused to give me the account opening form. One month later I again tried and the response was same. This time I spoke to bank manager as well. He also denied me. I am ready to give them all the necessary valid proofs. Should I try one more time or file a complaint against them? Where I should complain?

Please check with the branch whether they are denying account opening to you or to all new customers and proceed ahead with the complaint. Meanwhile try opening account at https://www.onlinesbi.com/oao/onlineaccapp.htm
