Discount brokers for online Share trading

I am planning to start Trading in shares. One of my friends suggested to go for discount Broker however another said it is not safe. Can someone advice in this.

Also I have seen rates ranging from 9 per trade to 20 per trade. Brokers not charging any call and trade are asking for 0.1 or 0.01. which is better??????
